The DINA

The DINA is a traditional and uniquely Malagasy social contract. It is designed to manage potential sources of social conflict.

DINAs are widely applied in Madagascar and are legally recognised. More importantly, DINAs are anchored in custom and tradition, and render legal agreements culturally acceptable. Reciprocity and shared responsibility are hallmarks of the Malagasy DINA, and of QMM’s approach to land use agreements.

Once agreed, each member of the community must adhere to the DINA. It describes the situation or problem to be addressed, identifies the respective commitments of the various parties, and determines the sanctions to be applied in case of non compliance.

In 2002, QMM set up a DINA agreement to co-management arrangement to manage natural resources and conservation zones at the Mandena mining area. This agreement is renegotiated to add additional elements as the project evolves. It is governed by a management committee of communal authorities, community representatives and QMM.

Our environmental and social programmes, as spelt out in the Integrated Development Plan (IDP), are also captured in a DINA administered by the management committee.
