Activities and results

The main activities are concentrated along the following lines:

1. Strengthening effective local communication and permanent dialog with local communities.
Listening to the community’s expectations in order to anticipate risk of confrontation with the population of the project action zone. Developing a communication system to ensure better understanding by the community of the project’s objectives and activities, in order to restore an atmosphere of mutual confidence between both parties

2. Improving livelihood conditions for the population affected by the project
Implement a set of programs and measures to ensure restoration and improvement of the livelihood conditions for the population affected by the project during the construction and operating phase. This involves supporting technically and financially:

    • Implementation of economic restoration projects for the population relocated and affected by construction (crafts, fishing, health, literacy, infrastructure)
    • Implementation of an Integrated Development Plan (PDI) in the Mandena zon

3. Mitigating the project’s indirect effects
Take measures aimed at reducing the impacts of population migration to Fort-Dauphin. (anti- STI/HIV/AIDS measures for employees and the community, mitigating measures on the inflation and migration and setting up monitoring and surveillance mechanism, reinforce urban security, support improved hygiene and health infrastructure)

4. Promoting dynamic regional economic development
Developing support program for regional development including:

    • Support measures for local and regional education capacity through building schools, funding scholarship grants and so on.
    • Support measures to improve public and community health through building basic health infrastructure and technical assistance for district health services
    • Measures to promote and develop local culture and sports activities for young people in the region

5. Monitoring and evaluation of project impacts in the community
Drawing up EMPs (Environmental Management Plan) and developing a system of indicators and monitoring mechanism, by carrying out studies in order to have a source of socio-economic data in each project intervention zone (Ilafitsinanana, Mandena, Petriky and Sainte Luce). Such data will enable monitoring of the project’s effects and setting up suitable mitigating measures.
