Can speculative migration be predicted or prevented?

It is extremely difficult to predict the magnitude of a movement of people. It is even harder to prevent. There are so many factors that influence any one migrant's decision to move. Who moves from where is determined by the socio-cultural structures of a society. Migration movements are embedded in the livelihood strategies of a society.

It is easier to anticipate where migrants will come from than how many will come. Migrants typically do not come in equal numbers from all areas. Migration streams tend to reinforce themselves. Once a pattern is established, increasing numbers of migrants will come from a specific area and are less likely to return.

In the Anosy region there is a very well established pattern of migrants coming from the southern district of Amboasary to Anosy. Specifically to urban Fort Dauphin, the region where mining operations are being developed.
